Roughly two hundred soldiers arrived on the island.

They looked a bit like... machine guns.
There were large slots on the sides of these weapons where a large black box could be inserted. Based on the caliber, they likely held fifty rounds of ammunition.

The fire rate on the Swarm’s side wasn't great, including the hydralisks. For anti-air purposes, the hydralisk’s fire rate was too slow.
Hydralisks were better suited as long-range fire support for ground troops. But against agile aerial targets, if they couldn't achieve a fire rate similar to an anti-aircraft machine gun or a Phalanx system, their efficiency would be very poor.
And as for producing Phalanx systems, it would be better to allocate all those resources to aerial Zerg units.
The best defense was a good offense. As long as her air force was large enough to maintain perfect air superiority, there would be no need for anti-air defenses.
An anti-aircraft gun would have similar efficiency but at a higher cost.
The Zerg had no need for pilots, so she could focus entirely on producing aerial units.
