Olf wasn't the only one who couldn't stand Lan Qingyou's remarks; everyone else felt the same way.

This was clearly gloating after getting a good deal, but they couldn't even complain; they just had to take it.
Then, someone asked a more serious question.
The Magician: “@Tower, what is that defense value?”
The Tower: “Not sure. My people are currently observing it.”
In the past, Lan Qingyou would have been happy to share such information.
But now, since it involved a potential competition for population, Lan Qingyou very “skillfully” avoided the question.
The others didn't doubt her answer when they saw it.

So Diana gave them the task of finding suitable habitats.
And so, the department came to be.

Diana wanted the witches to have a plausible excuse to go to other places.
After all, with autonomous territories established, they needed a reason to live in someone else's territory.
The excuse of “conducting research” was perfect.
Everyone knew the Witch race loved research; it was completely believable.
And the reason for doing so was entirely to gather intelligence.
Indeed, among the witches living abroad were members of the Patrol Team under Nangong Lengyue's jurisdiction.
After all, the Abandoned Land was large enough and its terrain complex and varied enough to meet most of the witches' research needs.
Of course, it wasn't all Patrol Team members; some really were going to do research.
With a mix of truth and fiction, even Lan Qingyou's Analytic Magic Eye couldn't tell them apart.
While the group was studying Diana's list, a grand celebration was underway in the Witch's Forest.
