If you can't choose to do what you want then power be damned anyone can do it and no one will. She could pardon Kevin and not a single person would think or feel any single way about it because frankly doing so would be treason. Someone going "well why can't I be pardoned then?" Just means straight to the gallows.
Also some lil nun thinking her actual queen and saintess might disappoint her is frankly absurd.
